REGULAR MEETING NOV. 1, 2004
TOWN OFFICE BUILDING 6:30 P. M.
Selectman Patton called the meeting to order at 6:31 P.M. with the following in attendance: Selectman Blessington, L. Nicholls, P. Andersen, R. Bloom, C. & C. Demers, D. Donahue, J. Lewis. First Selectman Eldredge was absent. Selectman Patton led the Pledge of Allegiance.
APPROVAL OF MINUTES
SELECTMAN BLESSINGTON MOVED TO APPROVE THE MINUTES OF 10/18/04 & 10/22/04.
Selectman Patton seconded the motion.

CORRESPONDENCE
A list of correspondence was available at the meeting and in the Selectman’s office.
PUBLIC WORKS
Lynn Nicholls reported on the beaver dam on Old Farms Road; the water is running into the road, the road temperature is dropping and the water will freeze. Lynn asked Mr. Smith to drop the water slowly. Mr. Hockla doesn’t want the water dropped until Nov. 15th. If the dam breaks there will be a big problem. The beavers can’t be trapped until Dec. 1st. This is a private dam but the Town is in charge of public safety. Lynn commented that she just wanted to bring the Board up to date. Sandbags were discussed but it was decided they probably would not help. Lynn will keep an eye on this until Nov. 15th. They are also watching a dam on Cisar Road. Lynn commented that they would finish sweeping the chip seal route in the
next day or so. Selectman Patton asked how the chip sealing came out and was told very well. Lynn reported that the backhoe is still not working and they have a loaner. Lynn commented that we are looking for a back up pick up truck for snow plowing and it could be used year round. She has not found to much out there, West Service Station has a 92 GMC, 82,000 miles, 8’ fisher plow, 4 wheel drive; for $7,000.00, it could come out of Public Works vehicle maintenance budget, we are caught up on maintenance. Selectman Blessington commented that it is your budget. Selectman Patton commented that he suggests that Lynn go to the Board of Finance and ask to transfer the money to 930 to pay for it. If you think we need a back up truck I have no problem, it can do double duty. Selectman Patton commented that First Selectman Eldredge will have to take the lead on this. Lynn commented that she is working with the Registrars of Voters
getting ready for Election Day. Selectman Patton asked if Lynn could explain why the Transfer Station is cutting cardboard into 12” squares? Lynn commented that she does not know but it is not being done now.

NORTH PROPERTY
Selectman Blessington commented that there will be no activity tonight. We have a proposed real estate contract from the CT Forest & Park Association, which our attorney found unsatisfactory; he discussed this with First Selectman Eldredge and then sent a letter to CTF&P with changes. CTF&P is agreeable to the changes. We should have an agreement soon, hopefully by the next meeting.

SELECTMAN PATTON MOVED TO APPOINT ROBERT BLOOM AS AN ALTERNATE MEMBER OF THE CONSERVATION COMMISSION, TERM EFFECTIVE IMMEDIATE TO 12/1/07.

SELECTMAN PATTON MOVED TO APPOINT CLAUDIA D’AGATA TO THE TOWN OFFICE BUILDING SPACE COMMITTEE TO REPLACE GAY ST. LOUIS.

PROPANE BIDS
Three bids were received:
AmeriGass – as of 10/26/04 the price is $1.245 gallon, which is .205 over the Selkirk terminal cost.
High Grade Gas Service, Inc. - $1.29 gallon.
Osterman Propane, Inc. - $1.399 gallon that is .35 over the Selkirk terminal cost.
The bids will be clarified as to whether they are variable or fixed prices.
TAX REFUNDS
SELECTMAN PATTON MOVED TO APPROVE A TAX REFUND OF $268.01 TO CHRYSLER FINANCIAL CO.

LOCIP PROJECT
This is on hold until it is determined who owns the sidewalks in front of the school. Selectman Patton commented that the Town has always maintained that they are on Town property.
SUBORDINATION REQUEST
Case #2004-1 is requesting subordination in order to refinance at a lower interest rate, clear up debts and purchase adjoining property. It appears that the request does not meet items 1 and 3 of the criteria for subordination. This will be tabled until the First Selectman comes back.
GOOD & WELFARE
Selectman Patton reminded everyone about the election on Tuesday. Selectman Patton reported that we received a $4.6M grant from HUD for Senior Housing and commented that it was worth his resigning from Access, which he did not want to do but he would do it again if necessary. We can get another $400,000 from Federal Home Loan Bank to finish up.
